Who We Are



The JBV Graduate School was established in 2002, in memory of Jacqueline B. Vaughn, the first Black woman and elementary school teacher to head the Chicago Teachers Union. Ms. Vaughn was mentor to most of those who were involved in the work of getting this not-for-profit graduate school started. She was a great educator and dynamic union leader who led the nation's strongest local union for nearly a decade. Her tenacious will and iron-clad negotiation tactics garnered a number of pay raises and benefits for union members.  In 1989, the Illinois Federation of Teachers voted to elect her president. Her legacy lives on through the Jacqueline B. Vaughn Graduate School for Teacher Leadership.


The JBV Graduate School for Teacher Leadership offers and array of coursework for education professionals, from lane advancement courses to graduate credit options and required graduate credit for courses leading to state endorsement. We currently offer coursework for both the LBS1 and ESL/BIL endorsements. We operate on a quarter format and offer online courses every winetr, spring, summer and fall. Our university partner which offers the graduate credit is the University of Sioux Falls. Our courses are taught by professionals for professionals and we hope you will "come learn with us"!

On behalf of the faculty and staff we welcome you to JBV. Our mission is a professional school dedicated to providing high-quality, practitioner-oriented graduate education to practicing teachers, both those in the Chicago school system and other school districts.

Our Programs of Study



JBV has offerings each quarter of the year. Our Professional Development Courses, taught by educators for educators, can be completed in ten week sessions. Our coursework is designed around the challenging issues that impact the educational environment of teachers and students daily.


We currently offer all of the required classes for the LBS1 endorsement and the ESL/BIL endorsements. JBV coursework is applicable in fulfilling state teacher re-certification requirements, Lane-Placement and Graduate Credit Hours necessary for State recertification.



Types of Coursework



Graduate Credit. Our endorsement classes offer only grad credit. A 3-hour grad credit course is recognized by CPS for 3 lane credits and by ISBE as 45 CPDU/PD clock hours. When seeking your endorsement from ISBE after finishing the required classes, you need to have USF send your transcript to ISBE.

CPDUs/PD Clock Hours. JBV is a CPS sub-contractor for PD Clock hours. When listing a JBV course in ISBE for re-certification credit, you need to list CPS as the provider.

​Lane Credits. JBV offers many courses for Lane Credit. When you are ready to advance a lane, you complete the CPS Lane Advancement form (found on CPS website) and submit. All of your Lane Credit courses are in the Learning Hub and CPS has access to them that way.
